Global Terror Watchdog: Terrorists Bought Explosives for Pulwama Attack on E-commerce Platform

The Financial Action Task Force (FATF) has expressed concerns about terrorist organizations misusing e-commerce platforms and online payment services. Specific incidents from India, like the 2019 Pulwama attack and the 2022 Gorakhnath Temple incident, were cited as examples.
In its latest report on terror financing risks, FATF highlighted how terrorists are using digital tools and financial technologies to raise and manage funds in more sophisticated ways.
In the Pulwama attack, aluminium powder used to enhance explosive devices was sourced through an e-commerce platform. The attack, linked to the Jaish-e-Mohammed group, resulted in the death of 40 CRPF personnel.
In another case, the FATF report detailed the Gorakhnath Temple attack where an individual supporting ISIS transferred funds overseas using PayPal. The accused used VPN services to hide his location and made international transactions.
The report emphasized the trend of extremists using online payment channels that are fast and harder to trace. It also noted the use of fintech platforms by terrorists to fund operations and procure materials for attacks.
FATF warned about the challenges posed by peer-to-peer payments and the continued support some governments provide to terrorist organizations. The report urged member nations to enhance oversight of e-commerce platforms, VPN usage, and digital financial services.
