The Department of Social Welfare and Development (DSWD) and the Department of Justice (DOJ) have agreed to establish a referral system for child victims to access monetary compensation for their basic needs and recovery expenses.
Romualdez praised the program as a timely and compassionate intervention that would offer significant relief to the child victims and their families.
He emphasized the government's responsibility to support and protect young victims of violent crimes, ensuring they receive the necessary assistance for healing and recovery.
Romualdez, expected to lead in the 20th Congress, pledged to advocate for institutionalizing the program in the House of Representatives and securing sufficient funding for the referral mechanism.
Under the memorandum of agreement, DSWD will assist and refer child victims from residential care facilities to the DOJ's Victim Compensation Program (VCP), which aims to provide monetary compensation to victims of violent crimes.
The agreement covers child victims of various crimes such as rape, torture, disappearance, trafficking, and online exploitation.
