The Victorian government plans to introduce a bill to parliament later this year to establish the First Peoples’ Assembly as a permanent body with decision-making authority on issues affecting Aboriginal people in the state. The assembly, formed in 2018 for treaty discussions, will provide advice to the government and have the power to make decisions and rules directly impacting First Peoples.

If passed, the bill will allow the assembly to represent Aboriginal and Torres Strait Islander peoples, consult on laws and policies, confirm Aboriginality, and oversee important programs and events. The assembly would become a statutory corporation with oversight mechanisms in place.

Victoria would be the second state in Australia to have a permanent Indigenous voice to parliament, following South Australia. Despite opposition from some parties, support from others may help the bill pass. Treaty negotiations with First Nations people are ongoing.
