Latest Update on Grooming Gangs Investigation: Final Report by Andy Burnham Released

The final part of Andy Burnham's review into child sexual exploitation (CSE) in Greater Manchester has been published. Originally commissioned by the mayor in 2017, the review has so far examined how child abuse perpetrators were able to get away with their crimes in Manchester, Oldham, and Rochdale. They identified serious failings on the part of Greater Manchester Police.

The final part, undertaken by His Majesty's Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) and Ofsted, looks at how well GMP, health bodies and councils approach investigating CSE. Their reports have been published this morning (July 2). Read the findings in detail here.

It comes as live investigations into 'multi-victim, multi-offender' CSE, involving 714 victims and survivors, and 1,099 suspects, continue. Improvements have been identified in the way GMP deals with CSE, with the force praised for treating grooming like 'serious and organised crime' and employing similar tactics used to smash gangs. But while the force has set up its own dedicated major incident team looking into CSE, the only one of its kind in the country, inspectors found retired detectives are having to fill gaps in staffing.

Broadly, local councils have been praised for their 'good practice' in identifying, tacking and preventing child sexual exploitation. However, the quality of the response to CSE varies across Greater Manchester with Tameside picked out in particular for criticism.
