The report criticizes ministers for not consulting the victims when designing the scheme, leading to obvious injustices that could have been avoided. Sir Brian Langstaff, the chair of the infected blood inquiry, emphasized the lack of listening to those affected by the scandal for decades.

More than 3,000 people have died after receiving contaminated blood products in the 1970s to the early 90s. Langstaff recommended allowing affected individuals to apply for compensation, prioritizing applications for those nearing the end of their life, and reconsidering limits on the scheme, such as excluding people infected with HIV before 1982.
