Senator Mark Villar denied any involvement in joint venture agreements (JVAs) between PrimeWater and local water districts facilitated by LWUA during his term as DPWH secretary. Villar clarified he had no ownership or controlling interest in Primewater and did not participate in any transactions with partner districts. He focused on community infrastructure during his tenure.

PrimeWater is owned by the Villar family. The statement came after reports of increased JVAs in 2019 under Villar's term. The Office of the President met with LWUA and OGCC to address PrimeWater consumer issues.

Villar expressed confidence in his service record and commitment to infrastructure development. LWUA completed an investigation into PrimeWater complaints, with findings submitted to President Bongbong Marcos. An inquiry into PrimeWater's operations was also initiated in the House of Representatives.

PrimeWater pledged cooperation with LWUA and openness to dialogue to address concerns.
