The Ombudsman suspended Mayor Fe Renomeron of Burauen, Leyte, for six months without pay for allegedly falsifying a certificate of marriage by making it appear that she solemnized it. Renomeron faced administrative charges of grave misconduct, serious dishonesty, and conduct prejudicial to the best interest of service for falsely claiming to have solemnized a marriage on Dec. 10, 2014, despite not being present during the ceremony.
The complainants alleged that Renomeron only sent a representative to have them sign the marriage certificate along with witnesses, which they argued violated the Family Code's requirement for a marriage ceremony to take place in the presence of the solemnizing officer and the contracting parties, with personal declarations exchanged in front of at least two witnesses.
Article 4 of the Family Code stipulates that any irregularity in the formal requisites of marriage, including the conduct of the wedding ceremony, can lead to civil, criminal, and administrative liabilities. Renomeron defended herself by presenting documents claiming she solemnized the marriage, relying on the presumption of regularity in official duties and highlighting the witnesses' recantation.
However, the Ombudsman's decision on July 12, 2025, stated that Renomeron's actions had compromised the integrity of her office and were prejudicial to the best interest of service. Renomeron attributed the case to political motives, suggesting it was initiated by her political opponent's son.
In response, Renomeron stated, \"I understand that such accusations can cause concern, and I want to assure you that I have full faith in the legal process. I will address these allegations thoroughly and appropriately within the established legal framework. The truth, as it always does, will prevail through the proper legal channels.\"
