The Commission on Human Rights (CHR) has urged national and local governments to establish child-friendly relocation sites nationwide. This call comes in light of children affected by natural disasters and armed conflicts, such as Typhoon Haiyan, the Marawi Siege, and the Taal Volcano eruption.

The CHR's Child Rights Center conducted monitoring visits in Batangas, Lanao del Norte, and Lanao del Sur, revealing the pressing need for targeted and sustainable interventions at both local and national levels. Issues faced by internally displaced persons include water, sanitation, limited access to basic services, poor waste management, and limited livelihood opportunities.

The CHR highlighted the lack of truly child-friendly relocation sites and the vulnerability of school infrastructures to disasters. It recommended investing in trauma recovery programs, inclusive resettlement frameworks, and prioritizing the long-term development and well-being of children.

The CHR called on Congress to oversee the Marawi Siege Victims Compensation Act and expedite the passage of laws simplifying access to essential documents for children's education and aid. The Department of Education (DepEd) was urged to tailor educational strategies for relocation areas, enhance the Alternative Learning System, and integrate life skills education into the curriculum to better equip children for future crises.

The CHR also emphasized the importance of government forces and armed groups adhering to International Humanitarian Law and domestic laws protecting children. Local governments were urged to provide livelihood support for parents, ensure free access to vital documents, and involve children in planning processes to address their actual needs and experiences.
