Davao City's New Law Against Discrimination of Persons with Disabilities

The Sangguniang Panlungsod (SP) of Davao City has approved an ordinance that penalizes the degradation, vilification, or public ridicule of persons with disability (PWD). Guilty parties will face penalties under the ordinance titled \"Comprehensive Persons with Disability Rights, Privileges, and Protection Ordinance of Davao City.\" The ordinance, passed during Tuesday’s regular session, is awaiting final approval and signature by Mayor Sebastian Duterte.

Redendo Martinez, head of the city’s PDAO, mentioned that preparations are being made to form a technical working group with disability representatives to develop rules for the PWD Rights ordinance. Martinez expressed satisfaction with the approval, hoping that Mayor Duterte will sign it in time for National Disability Prevention and Rehabilitation Month in July. The ordinance specifies fines for acts of public ridicule against PWDs: PHP1,000 for the first offense, PHP3,000 for the second offense, and PHP5,000 or one month imprisonment or both for the third and subsequent offenses at the court's discretion.

Establishments found violating the ordinance will face charges under Republic Act (RA) 7477, or \"The Magna Carta for Disabled Persons,\" and other related national laws. Additionally, the ordinance stipulates penalties for individuals caught with falsified PWD identification documents. (PNA)
