The National Food Authority (NFA) in the Philippines has implemented new rules for purchasing palay (unmilled rice) from local farmers to address concerns about traders exploiting the procurement process.

In a recent Zoom interview, NFA Administrator Larry Lacson announced that the new policy limits each farmer to selling 100 bags of palay per planting season or a total of 200 bags annually.

Lacson emphasized that the updated policy is effective immediately in response to reports of traders benefiting from government palay procurement. The aim is to enhance transparency and prevent traders from taking advantage of the system.

Under the new regulations, farmers must personally present themselves and their ID when selling palay to the NFA. This requirement applies to all palay farmers nationwide, regardless of their registration status.

Additionally, NFA warehouses will have designated areas for farmers' groups to witness the purchasing process. Monthly reports on palay purchases will be publicly posted and shared on official NFA platforms, with a focus on ensuring accountability and preventing unauthorized sales.

The NFA is committed to maintaining its buffer stock levels and will continue purchasing palay from farmers. Lacson assured that the agency has exceeded its targets for the current cropping season.
