New House Minority Bloc Formed in 20th Congress; Dutertes Absent
The House of Representatives has established a new minority bloc led by Rep. Marcelino Nonoy Libanan. With 26 members endorsing Libanan as minority leader, the bloc aims to provide independent oversight and advocate for Filipino interests. Notably, the Duterte family members in the House did not sign the manifesto of support.
The new minority bloc in the House of Representatives has organized itself ahead of the first session day of the 20th Congress on July 28, with 4Ps Party-list Rep. Marcelino Nonoy Libanan set to lead the fiscalizer faction. A joint manifesto of support from 26 House members endorsed Libanan as minority leader, citing his integrity, legislative competence, and commitment to public service. The manifesto highlighted Libanan's experience in both legislative and executive branches, emphasizing transparency, accountability, and inclusive governance.
A statement from Libanan's office expressed the commitment to building a dynamic, independent minority bloc that will hold the majority accountable and champion the interests of the Filipino people. A lawyer by profession, Libanan previously served as the representative of Eastern Samar and chaired the House committee on justice. Elected as 4Ps representative in 2022, he was the House minority leader in the 19th Congress, known for his principled leadership and advocacy of balanced reforms.
The minority bloc members endorsing Libanan include first-termers like Rep. Leila De Lima and comebacking representatives such as Rep. Edgar Erice. Notably, none of the Duterte family members in the 20th Congress signed the manifesto of support for Libanan.
The minority leader is the spokesperson of the minority bloc, elected in a caucus of all minority House members. The presumptive Speaker of the 20th Congress is Leyte 1st district Rep. Martin Romualdez. The House will convene on July 28 for President Marcos' fourth State of the Nation Address (SONA).
