ICMR Expanding Mobile Lab Capacity to Strengthen India's Outbreak Response

The Indian Council of Medical Research (ICMR) is increasing its Mobile BSL-3 (MBSL-3) laboratory capacity to enhance India’s outbreak response capabilities and strengthen public health delivery, especially in remote areas. Currently, there are two operational mobile laboratory facilities in Pune and Gorakhpur.

The MBSL-3 was first deployed during the Nipah virus outbreak in Kozhikode, Kerala, in September 2023, and later in Malappuram district in July 2024. This mobile laboratory proved effective in tackling high-risk pathogens, showcasing its strategic advantage in handling epidemiological challenges.

Named RAMBAAN, the Rapid Action Mobile BSL-3 laboratory is part of India’s ‘Advanced Augmented Network’ plan. The combination of MBSL-3 and a skilled diagnostic team will aid in managing disease outbreaks effectively.

ICMR's initiative aims to enhance diagnostic surge capacity during outbreaks of high-risk pathogens. The MBSL-3 is field-deployable and was developed in partnership with Klenzaids Contamination Controls Private Limited under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission.

The MBSL-3 is built on a Bharat Benz vehicle chassis compliant with BS VI norms, capable of operating in extreme conditions. It is classified as a Type-IV Rapid Response Mobile Laboratory by the WHO.

The laboratory maintains a negative air pressure environment and features advanced HVAC systems, HEPA filters, autoclave, and waste management systems. It was validated by ICMR-National Institute of Virology in 2022-2023.

The laboratory’s work area is divided into four zones with key installations like biological safety cabinets, pass boxes, and entry-exit shower systems. Strict biosafety protocols and BSL-3 practices are followed for specimen handling.

Deployment of the MBSL-3 emphasizes the importance of a comprehensive checklist covering personnel health, logistics, installation functioning, and supply management.
