House Sends VP Sara Impeachment Docs to Senate

The House prosecution panel submitted key documents to the Senate impeachment court regarding Vice President Sara Duterte's impeachment case. The House prosecution panel in Vice President Sara Duterte's impeachment case has made three key submissions to the Senate impeachment court, foremost of which is the certification that the impeachment complaint is constitutionally sound.

This was confirmed to House of Representatives reporters Wednesday, June 25 by lawyer Antonio Bucoy, the 11-person prosecution team's spokesperson.

I confirm the filing of the submission of the first requirement, as well as the manifestation re the entry of appearance ad cautelam with re-submission of the entry of appearance of the public prosecutors, Bucoy said in a message.

The first requirement refers to the Senate impeachment court's order for the House to certify that the impeachment complaint it transmitted to the upper chamber last Feb.5 did not violate the one-year ban on the filing of such complaints.

The House of Representatives, through the Public Prosecutors, most respectfully submits the attached enrolled copy of Resolution No. 328 (House Resolution No. 2346), adopted in Plenary on June 11, 2025, attesting to the fact that the impeachment proceedings initiated on February 5, 2025 against the Vice-President of the Republic of the Philippines, Sara Zimmerman Duterte, fully complied with Article XI, Section 13, Paragraph 5 of the 1987 Constitution and the Rules of Procedure in Impeachment Proceedings of the House of Representatives, read the document on the certification submitted by the House.

It was signed by House Minority Leader 4Ps Party-list Rep. Marcelino Nonoy Libanan, the lead prosecutor in the impeachment case.

This submission is without waiver of the Prosecution's position that there is no legal basis for the return of the Articles of Impeachment forwarded to the Senate in accordance with the 1987 Constitution, which enjoys a presumption of legality and constitutionality, it added.

In its second requirement, the impeachment court confirmation if the House would continue to pursue the impeachment case in the upcoming 20th Congress.

The prosecution panel had earlier said that it wasn't in a position to answer this, since the 20th was yet to be convened.
