Hong Kong leader John Lee stated that the city has become safer and more competitive as it celebrates its 28th year under Chinese rule. Critics, including the EU, have criticized the use of a 'repressive' security law.

The former British colony was handed over to China in 1997 under a 'One Country, Two Systems' governance model, ensuring key freedoms and a high degree of autonomy not seen on the mainland. July 1 in Hong Kong used to witness demonstrations, but dissent has been suppressed after the 2019 pro-democracy protests.

Lee emphasized the importance of 'high-level security to safeguard high-quality development' and the need to align with China's economic plans. The city also commemorated the fifth anniversary of Beijing's national security law, resulting in 76 convictions, imposed after the 2019 protests. Lee's government implemented its own security law in 2024 to restore order, claiming to have 'rebuilt a safe Hong Kong.'

However, the European Union criticized the 'repressive use' of the National Security Law, stating that it has eroded confidence in the rule of law and Hong Kong's global standing. The EU expressed regret over the introduction of new security legislation with harsher penalties and expanded powers for security authorities.
